This guy has no clue,, the assistant registrar will be well informed and will know what is going on- how can she make any decision without any knowledge of the basics of the case, why it has been brought to court and the history etc.

So if she grants a stay, she is a proper judge and if she doesn't it can be appealed before a real judge
