Yes it is. It is recommending next-generation sequencing (NGS) analysis of some advanced cancers so the results can help target the cancers. This is because there are Immunotherapy treatments that can home in on cancerous cells by targeting the cancers DNA mutations.
"ESMO recommends running tumour NGS in advanced non-squamous non-small-cell lung cancer, prostate cancer, colorectal cancer, cholangiocarcinoma, and ovarian cancer. Moreover, it is recommended to carry out tumour NGS in clinical research centres and under specific circumstances discussed with patients. In this updated report, the consensus within the group has led to an expansion of the recommendations to encompass patients with advanced breast cancer and rare tumours such as gastrointestinal stromal tumours, sarcoma, thyroid cancer, and cancer of unknown primary. Finally, ESMO recommends carrying out tumour NGS to detect tumour-agnostic alterations in patients with metastatic cancers where access to matched therapies is available."

I believe the article is referring to DNA analysis of solid cancer tumour tissue removed from the patient
This is not always possible. The alternative is a “liquid biopsy” which is done from a blood sample.
Angle Plc are leading the way on this as they have shown that using a liquid biopsy to do NGS on Circulating Tumour Cells (CTC's) at the same time as the blood NGS analysis (CtDNA) can identify more actionable DNA mutations than from the NGS analysis (CtDNA) alone.
