Apparently he is a surface land owner with 0.1% share of unit. He opportunist trying to squeeze more payment for pipeline right of way etc and he is also local official. Art says the guy has no case and he will not bend for this type of nonsense and will deal with him.

I'm just glad it appears is just one corrupt official and not numorous local tree huggers.
