Many a time a ''clarification of a relationship'' esp when it comes to money takes a lot longer than at first hoped for. The problem in this case is that EUA (& the Russian Gvt) and the Chinese have /had different ideas as to what this relationship is! I'd suggest that CITIC Group Corp Ltd want a bigger slice of the pie...a more strategic position than EUA or the Russians want to hand over! The solution ditch CITIC and find an alternative but as the plague is apparently rampant there is less urgency for this as much is up in the diseased air.
