Even with rights it is doubtful that any other organisation would have any interest in taking it over without first obtaining cast iron guarantees from the government. Guarantees that enable them to develop a power station etc.

However, that is not very likely because the government appear to have no interest in expanding electricity supplies. I am sure they will continue to rely on candle light and donkey power for the new electric trains.
