Oilex Ltd (Oilex or the Company) advises that it has received notice from the Singapore International Arbitration Centre (SAIC) that Gujarat State Petroleum Corporation (GSPC) has invoked the dispute resolution provisions of the Cambay Joint Operating Agreement (JOA).

I'm no expert just a 10 year holder! I think in theory they can use it but they haven't actually got it, the court has. No idea how or when they can actually get their hands on it. Probably part of the arbitration process.

Drilling will involve Oilex raising some more money. Big question is at what price will that be?

Yes drilling can and hopefully will start during arbitration but no it isn't in GSPC's interest to get it sorted asap. They've had ages of time to sort it but never do.
