Planning Applications are dealt with in two ways:- by the Planning Commitee or by the delegated powers given to Planning Officers. On submission of an Application, a Planning Officer is assigned and an eight week target date is given. When the target date is passed you can Appeal to the Secretary of State for none determination whether its in the middle of going to Committee or still being argued about with Councillors and the Public or being deferred from one Committee date to another. You don't have to wait for a decision to take an Application to appeal. There is no sympathy given by the Public when in opposition to a Planning Application so don't waste your time trying to argue with logic, reasoning or Planning law. They could go for a Minor Amendment of a Planning Condition on an existing Planning Approval. The Secretary of State would have no grounds to appose it if that was taken to Appeal.

The Oil Companies and their Planning Consultants are babes in arm where planning is concerned. Using tried and tested methods that are outdated in this instance. It took them forever to realise they need to twin track every application. I revisit UJO only to find them bogged down fighting a condition left over from another application. They need to extract themselves from the detail and employ some helicopter management. Look down on the whole thing from above and come up with an updated strategy relevant to the war they are fighting. They should be submitting detailed applications with no conditions left in reserve- exploration, testing, production, siting, access and transport issues and every condition that's relevant. Going for the whole shooting match. Applications have a target date of eight weeks. Whether an application is determined or not, you can take it to Appeal after the target date. Removing the planning process form local level, gives you a clear hall pass when it's determined by the Secretary of State with the support of local Planning Officers. In the appeal submission they should be clear and tell the Planning Inspector why they are submitting an appeal in this way. Getting bogged down by the local planning system in a local war of attrition is both unreasonable and unfair. And that the local opposition with the help of Ward Councillors are using the planning system to set the Oil Companies up to fail in what should be a fair system but in this case isn't. The Planning Inspector will take that on board and would not refuse an appeal if one or two points was found to be wrong. A member of the Public can bombard their Ward Councillor with valid Planning points (whether they are valid to a specific application doesn't matter) and Ward Councillor's have to forward those questions to Planning Officers who in turn have to investigate each point and reply to the Ward Councillors. It is then up to Ward Councillors to decide if the Planning Officer has satisfied them, otherwise they keep asking in a never ending cycle. As you can see an application can go on forever. The Oil Companies need Planning Consultants who can do their job.

Avanti has been diligently sorting out and restructuring its debt facilities all year for much better deals. A lot lower interest payments reduces cash outflows. For a company to blossom all the unseen hard work has to be done first. A classic example of this was ICI (imperial Chemicals I) ) in the early 1980's the company was transformed by Sir John Harvey Jones. He looked as if he'd worked magic, the turn around was fantastic. Hi X, yes i see what you mean. The Obsolete NATO K band is still in military use for Crisis Management situations. The people managing the Crsis need to communicate with X Band at the same time. Hylas use Ka and Ku bands which encompass nearly the whole of the NATO K band. However to get different band widths talking to the same people it needs to go through a Multiband Satellite Terminal ( hope I've spelt Satellite right this time) like Leonardo which uses X, Ku and C Bands.

I assumed everybody knew that Skynet Satallites went fully autonomous in 2014. The Skynet Project which has a wider communications network is responsible for the movement of Military Assets around the world and monitors their status live:- Ships, Planes, Tanks, Weapons, Support and Personnel etc. It gathers intelligence on the threats and risks to those assets and will need more capacity As it grows and developes (Enter Avanti). Sometimes their capacity isn't enough currently and they need to call on systems like Avanti's for extra capacity . The Skynet Project will be responsible for the UK' s new Nuclear delivery system 'Taranis', it's a fully autonomous, intercontinental, unmanned Warplane, which takes over from the current Nuclear Submarines in 2030 (it's a lot cheaper and has been in development for over a decade). The final decision on Teranis was taken when Scottish Independence was a threat to the current Nuclear capability and will be sold to Parliament in the next few years. The new design of Ballistic Submarines will be scraped or the design altered to a smaller Submarines carrying conventional weapons saving shed loads of money.
