Ive said this before its not the travellers you KNOW about thats the trouble its the ones you dont. Luckily in the UK we have a water barrier and yet daily people are permitted to cross it by air, sea and brand new rubber iranian filled boats. Europe doesnt have the luxury of such a natural barrier, and as a consequence they have absolutely no way at all of policing their borders, which is why they decided not to bother and invented free movement. That is a much bigger problem, not identifiable tourists. On the bbc news today theres an article about a shop that is partly closed because it straddles two EU borders, illustrates my point nicely.
