Firstly, its only available in a single area at the moment anyway. Then people have to actually download and run the app (about 30% take up in the testing area according to bbc) then people have to turn bluetooth on, then theres people like me happily existing with steam powered older phones (mine doesnt even have a camera) and also people who just dont think it will make a jot of difference or trust the government with their privacy. Its just a further waste of money imho.
Might find people over on some of the telecom boards have more insight into how the mechanics of it would work regarding the bluetooth angle, the news does say the UK is going against most of the rest of the world with a 'centralised' system i.e. run via a central computer not relying on the phones themselves to share info.
