I don't think we should consider Enbridge and Williams as partners. They are both simply and literally the conduits to distribution.
In addition to the specific infrastructure and interconnection project with Zephyr Energy, Enbridge’s activities in and around the Paradox Basin are primarily driven by its role as a major regional utility provider and its ownership of extensive natural gas transmission assets.
As of February 2026, Enbridge’s operations in the region include:
Regional Gas Distribution and Utility Services: Following its acquisition of Dominion Energy’s Utah assets (now Enbridge Gas Utah), Enbridge operates the primary natural gas distribution franchise in the state. For the 2025-2026 plan year, Enbridge Gas Utah is managing an integrated resource plan to meet local demand of approximately 1.29 million dekatherms.
Rural Infrastructure Expansion: Enbridge is actively expanding natural gas access to rural communities in Utah under the "Rural Expansion Initiative." This includes projects such as the 12-mile pipeline extension in South Rim, Utah, and an 11-mile high-pressure pipeline from Elberta to Eureka, with construction work continuing through 2026.
Pipeline Operations and Maintenance: Enbridge owns and operates a major 16-inch natural gas pipeline that runs adjacent to producing fields in the Paradox Basin. This pipeline serves as a critical conduit for moving gas from the Paradox Basin into the larger Williams Northwest Pipeline system and broader Western U.S. markets.
Strategic Joint Ventures: While not exclusive to the Paradox Basin, Enbridge participates in regional joint ventures that impact the basin's takeaway capacity. For example, it is a partner in the Gulfstream offshore pipeline alongside Williams, which connects Gulf Coast supply to Florida markets.
Future Energy Exploration: Beyond conventional gas, Enbridge's presence in the Paradox Basin aligns with emerging interests in carbon storage and lithium brine extraction, areas the U.S. Department of Energy is monitoring within the basin's unique geology.
