Simpleton, the article states

It does not state,
“ Royal Navy, Royal Air Force, reserves, Gurkhas, and specialist units, the total Armed Forces strength is over 181,000. Add to that the 56,000 civilian staff working for the Ministry of Defence—handling logistics, intelligence, procurement, and scientific research—and you’re already well beyond the parking sector.
And then there’s the intelligence services: MI5, MI6, and GCHQ collectively employ an estimated 17,000–20,000 personnel, though exact figures are classified. These are the people monitoring threats, intercepting communications, and safeguarding national infrastructure—none of whom wear uniforms or show up in basic headcounts.”
