"Currently" means right now. And right now, there are no declarable short positions over 0.5%
So, why did you state this is "heavily shorted"?
I'm going to assume it'll allow for any company listed on the LSE. It's going to be hard to govern otherwise, given how many UK companies generate most of their revenue overseas.
