Per takeover code (have you ever read it?), this is only applicable if a person/company is putting forward an offer to shareholders after having a accumulated at least a 30% holding in the company beforehand.

Doesn't affect anyone looking to make an outside bid, or anyone who currently holds under 30% control (I.e. everyone)

Don't spout rubbish, look at the volume and the size of the trades this went up on.
