my guess as to why there is no deadline for the strategic is...they are waiting for an offer , and they haven't had one. Now they have no idea what to do. They still have the wage bill to pay every month , probably why there is nothing going on drill wise , they don't know how long these wages need to be paid so preserve the cash.
