India virtually ignored SM roll out for so many years. What makes you think they will tear ar5e around now? Nothing will happen for a very long time, they've even got the excuse now.

The central government is also honing its focus on smart metering and had recently called out for all 250 million consumers to adopt pre-paid smart meters in the next 3 years. In fact, the current stimulus from the government to alleviate the stress from the power sector is focused on its reformation, with the first step being the widespread proliferation of smart metering. We, at EESL are currently undertaking smart metering projects in numerous states of India, namely, Uttar Pradesh ,Haryana, Rajasthan, Bihar, Delhi, Andaman & Nicobar.

I think we are all agreed AMI has far more options. The question is, why is AMR still preferred in places? It will be cost, and money will not be available for years after this, if ever.

So basically, AMI was available at the time, yet these regions thought it best to implement AMR presumably due to costs.

Current global situation has nothing to do with CC's inability.

Just think for a minute tonyj. AMI is costed far higher, as we know. India are potless, as we know. And EESL are using a once in a lifetime Pandemic pitch to have a switch mentality. You are correct, the decision has been made, AMR was the choice. India will not revisit this area for many years. They have ignored Smart at every level, it is now well beyond their means anyway. CC need to rethink, re group and do it now. The days of being a One Trick Pony are long gone.
