Throught 2023 under PM Albernase ( a woke greeny zealot) the native land owners were given massive additional powers. Culminating in a referendum to get back to a workable mutually respectful system.

It was reasonable in late 2022 to assume permissions to be granted well within 3 months after native title approval.

Indeed the three month figure was quite conservative at the time.
