This is untrue. He was named as an oligarch in 2017 but the US definition of Oligarch on that list was anyone with a net worth of $1bn+.

The reuters list of oligarchs is any Russian with a met worth over a certain amount. Of course there are plenty of sanctioned individuals on there but itching to suggest Nesis will be.
Of course the 2 men will know each other but nothing youve shared here suggests Nesis is involved with the Putin regime.

Check the daily volime on investing.com. it had over 50k volume at open (its now 67k).
Polyus shares are currently valued at over 12000 rubles. Thats £90 a share. Some of those might have been bought at 9000 rubles which is like £70 a share.
50k in volume at £70 a share is 3.5bn. I think that's the lowest amount that got pulled into it

Worth noting that Polyus had over £5bn pumped into ot today (55k volume at equivalent £100 a share). I suspect that's Russian stimulus money.
