If you read the RNS there is no mention of an appeal , it states eml are exercising its rights to REFER the approval to ministerial level. Thats not an appeal. Its a referal.Therefore not a rejection.Simply a higher authority only has the capacity to decide on this particular ESIA.

If you read the three paragraphs under the title, Enviromental approval, in the RNS , its explained clearly. Hope that helps.

My point is it has not been rejected, the words they used were not able to aprove, they didnt use the word rejected. by using the words not able to aprove implies they dont have the authority to approve this particular ESIA, therefore it has to go to a higher authority that has the capacity to aprove an ESIA of this magnitude, no where does it say this particular ESIA has been rejected.
