Next divi is paid 5th March for 3.25p and have read it is not covered by earnings. Concerned the BoD are squandering the cash and the SP is not being supported by the buybacks. Watching closely leading up to next results due at the end of March.

It's just clever wording. I'd prefer the wording "when successful" and "will be significant" but no one can say that with certainty. Anything else is just a carrot on a stick for investing here

If Boohoo reduced their holding then we should see a TR-1 Notification RNS on Monday. These things usually land a couple of trading days after the event.
