Could the government not pay for the pipeline due to the national significance?

Could the £3.5m be for the pipeline straight into the refinery? That would save money on the transportation costs.

If the pump is locked down and we have had 2 tankers does it mean that the gusher is free flowing? That can only mean the mother of all CPR's when it lands. Now we can see why they think it is of national significance.
