Even by African standards, Nigeria's current government seems cackhanded. Supposing this weird crackdown is really necessary (frankly, they have more important issues to deal with), the way they have done it seems unintelligent and counterproductive. Hampering their telecoms industry will be absolutely terrible for the wider economy, and there seems little benefit from this for the Nigerian people, so you have to assume it's the usual personal corruption and power games at play.
At the end of the day, Nigerians will still love smartphones and want the service long after this government has gone, and this potentially creates a rare opportunity to grab market share from rivals and illegal operators. It also adds another barrier to newcomers, and may even push up margins.
