Only my opinion but think therein lies the problem, something akin to chicken and egg..
Lower levels have already been sandjetted,some say unsuccessfully, others agree that they have been penetrated and only water/debris stopping them from flowing, hence swabbing required..
Now the problem, to penetrate the upper level, casing et all, we need either larger explosives to perforate or use sandjet procedure again, with both being subject to import delays etc, so do we swab first? if we swab and clear water/debris, then do perforating with explosives /sandjet the well could then contain more debris/sandjet water/solution...needing more swabbing.
