The banks have two advantages over companies who may struggle to fund any payments of DCA. One being capital buffers, and the second and most important, you, the shareholders will be funding the grasping hands, who will in turn be funding the high street and or UK economy.
HMG, the most unpopular, deservedly so for ages, will gain a little, but much needed support of working class voters by funding the grasping hands, at the cost of upsetting a far lesser number of bank shareholders, who, they know, in the greater part would likely not have ever voted for them in the first place.
So if a couple of Arthur Daly tin pot car dealers go to the wall, so be it, in their eyes, minimal loss, to HMG. HMG perhaps would worry IF large businesses paying taxes in were effected, but HMG know that the 'squeal' is always overdone by businesses in a vain attempt to avoid paying out by implying to do so will break them, and lose money for HMG.
Banks have us shareholders to tap, and why do you think the div has been cancelled? Why do you think capital was raised by CBG, and why do you think the share price dropped so much? All to fund what they knew was coming, and shareholders will, over time, refund the sums by no div, then lesser than would be divs, etc.
Doubt the bank CEO's will take any hit. That is the beauty of having shareholders, the board throw just enough crumbs to shareholders in okay times, and recoup any misdemeanour costs from the same, when times dictate such is needed.
As a few of you now understand, but of course will never wish to admit, that HMG gets what it benefits from the most, whether immoral, fully legal, or fair. Why? Because they not you make the rules, and we just have to follow, as the banks CEO's know it is in 'their' interests to keep HMG sweet, and even more 'sweet' than their shareholders.

Sadly and likely more appropriately, the song Vincent by Don McLean, also springs to mind, "They would not listen, they're not listening still, perhaps they never will."
