Yeah i think for alot of people these comments might have slipped under the radar, definitely strong hints that now they have being assesed once by the WHO they can get some checks presigned off reducing the time taken for the approval for listing. For example if the labs have already being inspected and pass the WHO regulations they don't need to reinspect when submitting a 2nd test for approval. This is very important in terms of timelines.

Also important point that might have been missed.

He has elluded to the fact a WHO listing might come quicker than normal due to some of the WHO checks already being satisfied as part of the WHO prequalifaction for the HCV test
