According to NSC Total, negotiations are beginning, in an attempt to attract the North American automaker of the highest technological level, which has revolutionized the industry in recent years to Brazil with the goal of building a factory. Journalists claim that it is Tesla, although neither the government nor federal deputy Daniel Freitas - an interlocutor of the Ministry of Science and Technology - confirms the name of the automaker.

Freitas only says it is one of the most valuable automakers to be able to open one of its units in South America in three years. On Wednesday, February 12, the deputy met with the Minister of Science and Technology Marcos Pontes to outline a plan for addressing the company. The federal government must demonstrate the benefits that would allow this automaker to come to Brazil. If the American manufacturer is interested in the offer, the government is committed to making efforts to establish a factory in Santa Catarina.

According to the deputy, who is close to Minister Pontes, the intention is to form a Brazilian delegation, which will even be attended by President Jair Bolsonaro, to visit the company's headquarters and present the intention to establish a unit in Brazil.

Freitas is the author of bill 4285/2019, which intends to exempt from IPI (a tax on industrialized products) and from the tax on imported cars that have engines operating exclusively on electric energy. The offer also guarantees tax benefits for electric or hybrid vehicles made in Brazil. It exempts this vehicles from IPI until 2029, as well as batteries made for these vehicles.

In 2018, Tesla CEO Elon Musk tweeted that Brazil is one of his favorite countries and that he is looking forward to being able to bring Tesla cars there.

In September 2019, it was reported that a California automaker was planning a deal with Sigma Lithium Resources Group, a Brazilian start-up company that could supply companies with lithium, a key component of batteries for electric vehicles. Brazil is in 7th place among the countries with the highest concentration of lithium. A large percentage of the metal used primarily for glass and batteries is available in the Minas Gerais area.

At the moment, these are just rumors. But, if this information turns out to be true, then the Brazilian government really shows a serious intention to cooperate with Tesla.

For the automaker, the construction of a Gigafactory in Brazil will open access to all of South America. In addition to this, Tesla can gain access to cheap labor, lithium, as a key component of batteries and the ability to receive tax breaks on cars produced in the country.

Amendment to the Joint Venture Agreement for the Zinnwald Lithium Project

Change in Accounting Reference Date



Bacanora Lithium Plc, (AIM: BCN) the lithium development and exploration company, is pleased to announce that it has reached agreement with the administrators of Solarworld AG ("Solarworld") to amend the Joint Venture Agreement in relation to Deutsche Lithium GmbH ("DL"), which owns 100% of the Zinnwald Lithium Project ("Zinnwald"), located in southeast Germany.



Bacanora acquired an initial 50% interest in DL in February 2017. Bacanora had an option to acquire the outstanding 50% that it does not own, whilst Solarworld had the right, but not obligation, to buy back Bacanora's shareholding for €1 (together the "Call Options"). The Company and Solarworld have agreed to cancel the Call Options. As a result Bacanora will now own 50% of DL, and Solarworld, which is currently in administration, will hold the other 50%. Bacanora has committed to provide a minimum of €1.35 million in funding to DL over the next two years to progress the development of Zinnwald. As announced previously this funding is expected to progress the lithium test-work and downstream engineering stages.

Mr Johnson this week gave the green light to the £100 billion HS2 high speed rail network to better connect major cities in England and he has also promised further help for regions where growth has fallen far behind London.

Asked about the potential upsides for the economy resulting from Brexit, Mr Carney said: 'In an environment where everything is getting a fresh look, it's fertile ground for taking a step back and making bigger changes than otherwise might have been made.

'It's early days but there are several initiatives - the budget will be telling - that suggest that some of these opportunities are being grasped.'

India’s NMDC plans sharp increase in iron ore output – Argus Media

India’s state-controlled NMDC plans to lift its iron ore output significantly in the 2020-21 fiscal year starting 1 April, anticipating robust sales and higher prices on the back of a supply shortage.

NMDC, India’s largest iron ore producer, is planning an output of 48mn t in 2020-21. The company produced 22mn t in the April-December period of the 2019-20 fiscal year, up by around 0.7pc from 21.85mn t in the same period a year earlier. Total output in 2018-19 was 32.38mn t.

Strategy and detailed plans for increasing output have been worked out and the production target has been proposed to the steel ministry for its approval, said NMDC chairman Baijendra Kumar.

Domestic iron ore prices have increased by 8-30pc in January as mills and pellet producers stock up in anticipation of a squeeze in supplies post-March 2020 when several mining leases of private merchant mining firms will expire. Recent gains in steel prices have also supported iron ore markets.

“NMDC needs to gear up for opportunities coming its way post-March 2020 and should work on an aggressive growth plan to meet the demand of the domestic iron and steel industry,” Kumar said earlier in December.

NMDC’s plan to lift its iron ore output hinges on its ability to restart the 7mn t/yr Donimalai iron ore mine in the southern state of Karnataka, which has not been in operation for more than a year because of a royalty dispute with the Karnataka government.

A court has ruled in favour of NMDC in the dispute, while Delhi has recently made it mandatory for state governments to renew state-run companies’ expiring mining leases by an additional 20 years. “NMDC is very sure of starting operations at Donimalai very soon. Legally and morally NMDC is on the positive side,” said Kumar. But he has not received any communication from the state government yet on the lease renewal.

Securities broking firm IDFC has forecast NMDC’s 2020-21 output at 38.8mn t, expecting Donimalai to be restarted soon.

The supply shortage is also seeing some recommissioning activities among previously mothballed iron ore mines.

In NE Brazil, a jv between AIM listed Cadence Minerals #KDNC and Singapore based commodities group IndoSino Pte Ltd will see the former Anglo American (AAL) and Cliffs Natural Resources owned Amapá iron ore project recommissioned.

With key rail concessions granted to Cadence for shipping in December, this large-scale iron open pit ore mine with associated rail, port and beneficiation facilities is expected to produce 5.3 million tonnes of iron ore by 2024.

“The commitment is a big positive for Europe’s EV space. However, while €5bn and 48GWh of battery capacity sounds like a lot, it will likely only scratch the surface of PSA-FCA’s future needs,” explained Caspar Rawles, Head of Price Assessments at Benchmark Minerals.

“48GWh can only produce 870,000 pure EVs with a battery pack size of 55GWh or 10% of the vehicles that PSA-FCA produced last year.”

“If this was a plan for 2025 it would be in- line with our own expectations, but as this is a plan for a post-2030 world, we anticipate this to be too conservative and more capacity will be needed.”

In comparison, Benchmark Minerals expects China’s CATL to have a European battery capacity of 80GWh by 2030 from its Erfurt megafactory in Germany – the largest on the continent – while South Korea’s LG Chem will be close behind at 70GWh from its Wroclaw, Poland plant and Northvolt is forecast to have 52GWh total capacity.

Benchmark Minerals’ Lithium ion Battery Megafactory Assessment – a database of the world’s lithium ion battery plants analysed on monthly cycles – expects Europe to have 16 megfactories by 2030 and a total capacity of 372.5GWh (January 2020 Assessment).

The new capacity from Total-Saft and PSA project will take this total to 420.5GWh.

“With this new potential capacity, Total, Saft and PSA are on track to have 11.4% of Europe’s total EV lithium ion battery capacity by 2030 as of today. However, the trend is up and we expect Europe’s pipeline battery capacity to significantly increase – most likely double – in the next 18 months,” Rawles added.

The battle for Europe’s 21st century automotive market is underway.

France’s leading oil producer, Total SA, is set to become Europe’s fourth largest lithium ion battery producer for electric vehicles (EV) after agreeing a multi-billion euro deal to make 48GWh of cells by 2030.

The €5bn mega-project, involves the construction of two 24GWh lithium ion battery megafactories, and is confirmation that Total doubling down in its 2015 acquisition of specialist battery maker, Saft, in this joint-venture with PSA Group creating the new company, Automotive Cell Company (ACC).

PSA is the world’s tenth largest car producer and is presently undergoing a merger with Fiat Chrysler Automobiles (FCA) to make the world’s fourth largest auto group. Last year, both producers combined made 8.7m vehicles.

The move is France’s EV supply chain response to Germany’s VW Group teaming up with Northvolt for Northvolt Zwei*, a battery megafactory in Saltzgitter, Germany (*Keynote at Battery Megafactories Europe 2020), and even bigger European plans from China’s battery champion, Contemporary Amperex Technology Co. Limited (CATL), and South Korean heavyweight, LG Chem.

“The blueprint is now being laid for future of Europe’s auto market and the battle for EV market share is crystallising between Germany, France, China and South Korea,” Simon Moores, Managing Director, Benchmark Mineral Intelligence explained.

“France’s response brings together three of its biggest and most important companies from the oil, lithium ion batteries and automotive worlds. This unique collision of industries and disciplines is just the start of the energy storage revolution that we have discussed for so long”, he added.

EUROPE’S FOURTH LARGEST BATTERY MAKER

If Total’s battery project executes to plan, it will make the oil producer Europe’s fourth largest lithium ion battery maker by 2030 behind CATL, LG Chem and Sweden’s Northvolt.

Total is building out its battery capacity in three phases.

Phase 1 will see the construction of a €200m R&D pilot plant at Saft’s Nersac location near Bordeaux, France.

The second phase will see this grow to a functional 8GWh EV battery megafactory in Hauts-de-France region of the country close to the border with Belgium.

This megafactory will be operational by 2023, Total say, and then be expected to expand to 24GWh by end-2027, Benchmark Minerals anticipates.

Once Total and Saft are confident their new battery megafactory works at scale and that demand is continuing for pure EVs within Europe, the alliance will then start construction on a second, replica battery megafactory in Germany at the full operating capacity of 24GWh by end-2030 bringing the group’s total capacity to 48GWh.

While the plan sounds ambitious, much more battery capacity is likely to be needed.
