No - but they DO need the refinery to produce their own fuel for domestic consumption, until then they are still reliant on whatever Russia & to a lesser extent China choose to provide. (As I've explained to you before!)

Joe - I wouldn't hope for investors in PM lose money just to expose WOS. I think there IS potential for PM in the medium and long term, just not to the extent & in the timescales that some would have us believe.
