What makes you think oil refineries (or even oil wells) will be targetted? The oil price MIGHT have an effect here if PM was producing a significant amount of oil. It isn't.

That's not necessarily the case. It's true that Mongolia relies on "refined" oil products from its neighbours but if/when it has it's own refinery it could import cheap-ish Russian oil as feedstock.

The question is - are Mongolia's remaining oil deposits real & recoverable & who can bring them into production. If a non-Chinese operation can't do it then the Chinese will. IMV
