What does casing run on rack mean - not really a drilling term

It won’t be more than 16 hours. At higher temperatures and pressures it sets quickly. Volume pumped is not a significant variable

Cement will be hard within 12-16 hours max. Time is money. Drill ahead ASAP

Unlikely they will slow the drilling down. They will have a reasonable understanding of the formation pressure - fracture gradient window so will start with a mud weight between the two and may increase the density based on hole conditions and the presence of background and connection gas

Cement mixers are not used. Dry cement is transported to well site and mixed prior to pumping either in a batch tank or on the fly

You need to stop guessing about operations based on tankers and equipment arriving / departing - you clearly have no idea of drilling operations
