I suppose practically this is how to control entry to the EU via the Rotterdam entreport.
NEtherlands is nice and flat so they can get around on bicycles when push comes to shove, Cant imagineeastern european countries signing up to the changes in the green value chains by 2030. I guess thats why the wto and the bureaucrats get the big bucks, to set policy that can be executed in the timeframe. The marketal ready priced this in imo.
And globally the same focus eg the IMF and US and the conversation is ..
