I think you’ll find that in the licence terms an announcement of a discovery has to be followed by a programme of works which bring the asset into production as soon as possible.

If one had a tax break triggered by production would you wish it to commence as you gradually ramped up production, or when you had lined up as much production as you could possibly could.

Maybe even when you had positioned the asset for sale to an entity that could move quickly ....
