Why is the term grout being used rather than cement?

I might have used “should” instead of “must” in the Next Steps section, but I am a big old softie.

Apologies. They also have a defined status as a company produced document.

I’m used to them being used by ministers to make it look as though they are actually doing something …… “ I have called for a white paper to be produced”

I too am a bit confused by this.

I welcome the information and PR, but my understanding is that a white paper is a defined part of governmental process. Calling a company produced document one doesn’t give it that official status.
