not really, Vanadium has in the past often been derived from oil originated fly ash, or at least it used to be when significant Venezualan oil, the only sort that had significant Vanadium dissolved in it, was burnt in US power stations. That ceased a number of years ago and it was always ended up producing pretty expensive Vanadium at the end of the day anyway.
This story however refers to Vanadium recycling of spent catalysts not recovery of Vanadium from waste fly ash. Thus it doesn't really add any significant nett production to the global Vanadium supply.
