The justification argument is mainly based on artists gaining exposure through these streaming services which then allow the artists to generate further revenues through live performances. It doesn't really stand up well when the artists are unable to perform live. A gap in the market has opened which hopefully MVR can benefit from.
Declined to comment is concerning however it may be part of the contract. They may require comments to be proof read or authorised from NHS dhsc. It does look like an old story reconfirmed from Norwich with comments added from opposition MPs

I'm guessing this is going to be part of the governements front line defense against any future unknown virus. Get everyone in the habit of being tested when they aren't feeling so good. It's either a known virus which may have treatment or it's an unknown virus. If it's unknown they should in theory be able to get a handle on it and react in a quicker fashion than this one.

I thought the whole point of mass testing/screening was to pick up on spikes of infection. False positives can be factored into the statistics that are received allowing the government/local governments to know if they are dealing with an up or down tick of infections and then adjusting restrictions accordingly. To avoid people being stuck at home over a possible false positive all positive tests would have to be confirmed with a PCR test (one that you can trust).
