In my opinion, because he's playing a very giid game. Delude funders into thinking production is the direction of travel. Sweeten their involvement to compensate for an early exit. Pish off your current significant backers to such a degree that they are provoked into a response. Get them round the table and hammer out a deal.
If this is really what he's thinking, it's a masterstroke and let's hope he pulls it off.

Lenz, I think there's a difference between a jv partner who's an active miner and one who is effectively only an explorer.

Quady, I'm afraid I don't see the argument which says a takeover is now less likely. Indeed, I think the exact opposite is true.

BCN was once one of my favourite stocks. It had discovered an enormous asset which looked far too large for them to exploit. After years of dilutions and limping along, they finally struck a deal with Hanwa and immediately removed any interest in the company. All takeover speculation disappeared in an instant.
The deal was in no way comparable to that which SOLG have achieved and Mather has skilfully avoided the prat falls made by BCN. However, if Mather really is intent of ploughing his own furrow and manages to raise the full financing package without any outside intervention i.e a takeover approach, the share price here will languish for years...just like BCN. Many folk will have no interest in holding and only those who don't mind waiting four or five years will hang around.

You are confusing the roles of the various departments within an investment bank.
A corporate finance department does not advise clients to invest in these circumstances. The asset management area is where that happens and a Chinese wall must exist between the two functions. Share support operations led by corporate finance teams are illegal (Guinness was the example which saw people punished, but it used to happen all the time)
And bear in mind, it is only Citi's corporate finance team which has been engaged.
