DBW, they could have kept quiet, even though that would have been sailing close to the wind. Instead, they chose to go public with, I imagine, the intention of prompting other interested parties to get in touch. In other words, to create some competitive tension.

It was also a means of explaining the recent sp rise without releasing one of those " we know of no reason" announcements.

You start the process with clear ideas of where you want to end up, but it rarely works out that way. As has been demonstrated on here, there are so many variables, all of which lead to different conclusions.
