shareholders would approve the deal as the company is buying a ready made smelter which needs a bit of repair work. Then, when land lease is permitted then the company can build 4 x 75MW capacity.

RNS on 2nd Feb 2017: The Company has approved the conversion of £180,563.70 representing amounts of fees owed to consultants into 3,801,341 new Ordinary Shares, issued at a price of 4.75p per Ordinary Share. ======================= The amount of shares issued for the consultants fees represent 1% of the total shares. They were probably sold right after they were issued and it wouldn't be reported.

This 'a pool of smaller investors' you mentioned, have they forward sold their shares when the price was 1.45p or they are still invested and confident of the outcome. Time will tell.

Peter Cox is the local and he should know better how to approach the Dept. of Mineral Resources to speed up things.

Don't know why people sell. Need money for probate, mortgage, etc etc. JLP recently got their licence? Soon it will be IRON. Things move slowly in Africa.
