Also to bear in mind, without doubt the lead in the tailings is more toxic by far than the zinc element. So purely from a pollution argument, that should be the first circuit not the last. Is there more risk involved with dust remittance from agitating the tailings twice?
From a JLP commercial perspective, they would obviously prefer to deal with the most profitable parts first so maybe there should have been some sort of collaboration between JLP, the government and say the World Bank to ensure earliest possible resolution of the pollution without compromising JLP financially.
