OFCOM Annual monitoring update on postal market 2012- 2013

Not just letters, the whole business.
It is between 5 and 10% profit that OFCOM said is necessary to maintain the USO.

OFCOM are obligated to
" have regard to the need for the provision of the Universal Postal Service:

To be financially sustainable, including the need for a reasonable commercial rate of return for any Universal Service Provider"

In other words they have to ensure that RM make between 5 and 10% profit .

If I recall correctly the 6 day obligation only applies to letters and not parcels so as letters decline it will become less of an issue.
