Ducks beginning to line up nicely here. Planning going to committee on the 3rd with a recommendation for approval, 96% of applications in the past 4 months have gone with the recommendation.
On approval, grant funding in the bag, with Peel providing further financial support, imo, and the drive to confirm the commerciality of the DMG process, and a further 4 projects to follow under the same licence fee agreement.
Feels, at last, that PHE are getting out of the starting blocks.

On reading the planning officers report I noticed something interesting para.6.57 stated that it is not necessary to impose the s.106 agreements to tie in this permission to the extant permission. I think that this is the first application on the wider Protos development not to have this done. Also s.106 agreements are normal to get payments from developers for improvements.

If clearance work has to be undertaken during the nesting season, a breeding bird
survey needs to be carried out by a suitably qualified person. As a general rule, it
should be assumed that birds will be nesting in trees, scrub, reeds or substantial ditch
side vegetation during the core breeding period, .......(Unless a survey had shown this not to
be the case)...................... In addition, some species are ground nesting, such as the skylark and
lapwing, both of which can occur on grassland areas and cleared sites where there is a
time lapse between demolition and development.
I doubt very much that any birds will make their nests in an area where presumably very noisy building preparation work has/is being carried out (see photographs previously posted), so I would think that an inspection by an authorised person would be sufficient for any still required work to be done is almost a forgone conclusion.
Nothing of course is 100% certain

This is great news by any measure. The recommendation to grant planning permission and hopefully the forthcoming decision is the catalyst we have been waiting for:
1. Acquisition comms can commence
2. Kit for FOAK site can be assembled
3. Arrangements put in place for construction
4. Grant fundibg triggered
5. Planning model used as baseline now that bugs (sorry) have been ironed out.
6. Peel / PHE / DMG comms message can be ratcheted up.
7. Other sites can be commenced.
The PHE future is bright the future is DMG.

I see that there is a proposed condition at the end of the document that says "No site clearance shall be carried out during bird breeding season (1st March to 31st August inclusive)."
Will that delay the start of construction?
