Planning application submitted for proposed Sugar Quay development

 

A full planning application has been submitted to Plymouth City Council by waterfront regeneration specialist and real estate developer Sutton Harbour Holdings plc as it progresses to develop the prime Sugar Quay site fronting Plymouth's historic Sutton Harbour waterfront.

 

Sutton Harbour Holdings (SHH) plc has drawn up detailed proposals to regenerate and enhance this prominent site overlooking Sutton Harbour, which has been awaiting development for over a decade, for the benefit of Plymouth's residents and visitors.

 

The mixed use scheme proposes 7 to 19 stories of residential apartments built within staggered heights in a T-shape, tiered development, creating up to 170 high quality, one to three-bed apartments. A ground floor will open onto a widened walkway and new entrance to the harbourfront for improved pedestrian movement and enjoyment of Sutton Harbour, and enliven the east side of the harbour with commercial uses such as retail and restaurant units.

 

As part of its Vision for Sutton Harbour to regenerate the waterfront, an enhanced urban realm surrounding the new building will enable the public to better enjoy its unrivalled south west-facing position. To achieve this public realm at ground level, the scheme will include a basement car park for approximately 100 vehicles.

 

A secondary, linked planning application proposes to add two additional floors to the Harbour Car Park multi-storey facility in Lockyers Quay, creating an additional approx. 150 spaces, to provide further public car parking facilities to support expected visitor growth in the area, as well as additional parking for residents of Sugar Quay.

 

The plans have been informed by direct participation in the design of the scheme by officials and officers of Plymouth City Council during and since the pre-application consultation process, as well as by feedback received from local residents, businesses, community groups and stakeholders during the public consultation process, enabling SHH plc to review and incorporate changes.

 

In parallel with the pre-application consultation process with the local authority, a full public consultation about the scheme was held last month, including three public exhibitions to showcase the plans to local residents and interested parties.

 

Plans for the extension to Harbour Car Park were amended to take into account some issues raised by residents living nearby, and the proposals now show a reduced area for the planned extension on the south western corner closest to nearby properties.

 

SHH plc has now submitted a full planning application to Plymouth City Council featuring designs by Plymouth-based architects AWW.

 

SHH plc has been advised that the application is being processed and it is hoped the plans will be approved in the fourth quarter of 2018.

Following permissions being granted, SHH plc aims to develop Sugar Quay so that part of the building's structure could be used as a viewing platform and exhibition space during the Mayflower 400 celebrations in 2020, with the full development completing by 2022.

 

Philip Beinhaker, Executive Chairman of Sutton Harbour Holdings plc, said: "Our Vision is to regenerate Plymouth's historic Sutton Harbour and transform this waterfront quarter into a more attractive, welcoming and usable area for the city and its residents, as well as creating an outstanding opportunity for people to live on the harbourfront. Sugar Quay would be a development of great visual interest able to act as a landmark for the city, as well as a sentinel for the harbour, framing the waterfront of Britain's Ocean City.

 

"The proposals for Sugar Quay are contemporary and striking, and have been designed to both unlock the huge potential of this long empty site, to create an attractive new development to enliven the harbour, and in particular the under-utilised east side, as well as providing high quality new homes to meet pent up market demand for residential properties in the harbour.

 

"The designs have been carefully prepared so as not to block the views of people living and working in adjacent properties, while the staggered heights and T-shape of the Sugar Quay building will enable each new apartment and commercial units to benefit from natural sunlight and views of the Marina. The building's angled form and sculpted peak at the northeast corner will provide a sentinel identifying Sutton Harbour and enrich the Plymouth skyline.

 

"We have taken on board the views, many constructive and positive, shared with us by officers and planners at the city council and by the local residents, stakeholders and businesses who took part in the consultation process, and revised our proposals accordingly.

 

"We hope to secure planning consent from the local authority in order to begin work on site next June."
