Intercede Group PLC19 December 2006 19 DECEMBER 2006 INTERCEDE GROUP PLC ("Intercede" or "the Company") Further US Federal Government Win Intercede is delighted to inform the market that RSA Security Inc., has beenawarded a contract by the US Government's General Services Adminstration (GSA),to provide RSA Card Manager to an unnamed Federal Agency in support of theirHomeland Security Presidential Directive 12 (HSPD-12) compliance. RSA CardManager is powered by Intercede's MyID technology, under an OEM licenceagreement announced in 2005. This order was placed by GSA on behalf of asignificant +100,000 person independent federal agency, not previously announcedby Intercede. Under the terms ofIntercede's OEM contract with RSA, Intercede will receive an agreed percentageof this contract value. Although the contract has only recently been awarded, RSA Card Manager was usedto issue a HSPD-12 credential to the Commissioner of the Agency concerned onWednesday October 18, 2006, in advance of the mandated October 27, 2006deadline. About HSPD-12 HSPD-12 is one of the most important and high profile security directives ofrecent years. It was issued by President Bush himself in August 2004 andrequired, firstly, the creation of an official federal standard (FIPS-201) forPersonal Identity Verification (PIV), which would prescribe technologies andprocesses for the effective vetting and access control of all federal employeesand contractors. The second requirement of HSPD-12 was for every US FederalAgency to have implemented a PIV solution by the end of October 2006, with allemployees and contractors required to have a personal-201 compliant, smart cardbased identity card one year later. Each of these cards will be issued andmanaged using a management system such as MyID. All HSPD-12 solutions must by mandate only incorporate products that have beenexhaustively tested against by the US General Services Administration (GSA), andincluded in the GSA's Approved Product List for PIV products. Intercedeannounced on October 4, 2006 that it had become the first product in itscategory to achieve this coveted status. It is estimated that almost 8 million identity cards will be issued underHSPD-12. Industry analysts Stanford Group estimate the total value of theprogramme to be worth approximately US$1.3 billion.
