Notice to shareholders on off-shore jurisdictions

Dear shareholders,

In addition to the press-release of Joint Stock Company "Halyk Savings Bank of Kazakhstan" (the "Bank") (LSE: HSBK) published on 19 January 2009 (http://eng.halykbank.kz/content/view/full/1998/offset/15) with regards to implementation of the Resolution #145 of the Agency of the Republic of Kazakhstan on Regulation and Supervision of Financial Market and Financial Organizations dated 2 October 2008 "On approval of the list of off-shore jurisdictions for the purposes of banking and insurance activities, activities of professional participants of securities market and other licensable activities on securities market, activities of pension funds and joint-stock investment funds" (the "Resolution") which required shareholders, who have to comply with the requirements of the Resolution, to adjust their activities in accordance with its requirements by 1 April 2009, the Bank hereby informs of the following:

Starting from 9 June 2009 there was implemented the resolution #65 of the Agency of the Republic of Kazakhstan on Regulation and Supervision of Financial Market and Financial Organizations dated 27 March 2009 "On addendums to the resolution #145 of the Agency of the Republic of Kazakhstan on Regulation and Supervision of Financial Market and Financial Organizations dated 2 October 2008 "On approval of the list of off-shore jurisdictions for the purposes of banking and insurance activities, activities of professional participants of securities market and other licensable activities on securities market, activities of pension funds and joint-stock investment funds" which requires shareholders of financial organizations - legal entities which have affiliates registered in off-shore jurisdictions or shareholders of financial organizations - individuals who are participants (shareholders) of legal entities registered in off-shore jurisdictions, determined by the Resolution, to adjust their activities in accordance with its requirements by 1 October 2009.

In accordance with the Law of the Republic of Kazakhstan #474-II dated 4 July 2003 "On state regulation and supervision of financial market and financial organizations", the Bank is the financial organization.

Taking into account the above mentioned, please be informed that in order to comply with the requirements of the Agency of the Republic of Kazakhstan on Regulation and Supervision of Financial Market and Financial Organizations the following shareholders will not be admitted to participate at the general shareholders' meeting of the Bank:

starting from 1 April 2009 - shareholders registered in off-shore jurisdictions determined by the Resolution;

starting from 1 October 2009 - shareholders of financial organizations - legal entities which have affiliates registered in off-shore jurisdictions or shareholders of financial organizations - individuals who are participants (shareholders) of legal entities registered in off-shore jurisdictions, determined by the Resolution.
