Council planners and common sense.

These lefty councils seem to try to garner favour with the public and float whichever way they feel will keep them in a lucrative political position.
I think it is less about common sense and more about how they perceive is the best way to look after their own jobs

i do wholeheartedly agree though, its got to be a massive positive that they see the need to go ahead with this now.
