Let me explain very basic point - PARTNERSHIP AGREEMENT is seperate from FIELD DEVELOPMENT PLAN!

Partnership Agreement Prioritised AND we have confirmation one party is Petro China AND Other parties (seperate from '3 Entities) have Approach Petro Matad.

FIELD DEVELOPMENT PLAN - need to be well before hand for Equipment / Personnel. This is what Mr Buck means by 'next year' unless partner keen to do this year.
