Sounds like they've slung out the application and it has had to be amended.

So if the current president loses the upcoming election which is likely, then can you imagine what the implications of a new president will be for TRP. It is more than likely he will demand a review of current energy exploitation policy. This at best will result in an extended delay of sign off and at worst cancellation of the project in favor of bigger players like the Chinese.
