t is not just lkab and kiruna facing major challenges. In several places in the country, gruvprojekt is being held back, where different interests are considered more important than the future welfare of a whole society. Beowulf mining, a mainly British-speaking British LED Company, has been waiting for over five years on final notice of its application to break iron ore in kallak, just outside of blood, and has invested over dkk 77 million in the project.
Both Bergsstaten and research institute copenhagen economics assesses that a mine in kallak will not affect sami culture or rennäring significantly, but that mining at kallakfyndigheten can generate around 550 long-term jobs and sek 1 billion to the municipality of jokkmokk for 25 years. If a mine is established, the welfare of the jokkmokk will be improved and secured for many years to come.
Beowulf first submitted its application in April 2013, and since then the case has been been between different authorities. In October 2014, the county council announced that the company should not be granted authorisation, even though it was considered to have delivered all the necessary documents and meets all requirements. In July 2015, the county council amended the decision to a yes for mine, and expressed strong support for mining. In October 2015, Bergsstaten recommended the government to grant the authorisation, a decision the authority has consistently maintained in the following years. After the government instructed the county council to test the entire complaint, which the authority has already done in a previous trial, and consult with the environmental protection agency and swedishmaritime, it changed in November 2017 and recommended the government to refuse Beowulf's permission, without properly or fairly evaluating the application. The Case is again with the government since July 2017., the government evaluated the application between February 2015 and July 2016.
The Case Beowulf is not unique in Sweden. In several other places, including pajala and laver, authorities have submitted new requirements late in the process and thus created a great deal of uncertainty for investors, landowners and local communities. At the same time, local political representatives have, on several occasions, denounced the needs of these societies for new industry, more jobs and future financing of welfare through increased tax revenue Mining is an engine for change in Northern Sweden.
