SMR - Why does it take such a long time to put one up and get it to deliver electricity to homes or data centres etc ?

As I read it, the key components are all tried and tested, used in submarines etc.

So what causes the delay?

As I understand it, all of its modules are built in labs then put transported and together on actual chosen site, so it should be a few months job ?
