After all this time, I'm beginning to think that actually this delay by the Portuguese government is deliberate, its to frustrate sav, and then force it hand back or sell to a local Portuguese company such as GALP for peanuts. Essentially, we've ploughed 30 odd million quid, to get the project to where it is, and essentially they now see that there is a lot of money to be made and want the whole pie. It is easy enough for governments to pay protestors to carry out marches, that's been aucustrated by many governments for hundreds of years.
