It's when the shares are settled in the final crest account.
So if you ask a broker to get you 10% of a company you tr when that 10% goes in your crest account.
It might take 100 or 1000 buys to get.
You certainty don't issues every time you buy.
If the buyer or his broker his still accum. You won't see a tr.
