Mongolia ranks 119 out of 183 countries surveyed in the Doing Business 2012 “Dealing with Construction Permits” ranking. Dealing with construction permits in Mongolia is a cumbersome and complex process involving 19 procedures, 208 days, and more than 12 different agencies and authorities. In comparison, in Georgia it takes 9 procedures and only 74 days. Breaking this down, in Mongolia it takes 10 procedures, 155 days, and dealing with a least 8 agencies just to reach the point of getting the license “to engage in construction works” (i.e. permission to build). Basic services connections and inspections add another 39 days, and registering the building in the real estate registry takes an extraordinary 14 days. By contrast, it takes Georgia 3 procedures and 41 days, involving only two agencies, to obtain the permission to build. Then only 32 days for services connections and inspections, and 1 day to register the building are required.
